The Independent Electoral and Boundaries Commission (IEBC) has confirmed its full preparedness for the upcoming Malava Constituency and Kisa East Ward by-elections scheduled for November 27, 2025, even as it dismissed claims that some candidates had withdrawn from the race.
The two by-elections were announced following vacancies declared in the respective electoral areas, sparking heightened campaigns as political parties rally support for their candidates.
Speaking to the media at the IEBC offices in Kakamega, Malava Returning Officer Salim Abdala Salim said all nine candidates cleared to contest remain in the race.
“As far as we are concerned, we have completed the registration of candidates. So far, none has submitted a withdrawal notice,” he said.
He added that candidates wishing to withdraw were required to fill Form 24A within three days after registration, a window that has already closed.
“That period has expired, and anyone doing so now will still appear on the ballot paper,” he clarified.
Mr. Salim said the commission has now shifted focus to voter education and training of polling officials. He confirmed that Malava has 94,000 registered voters across seven wards and urged all candidates to maintain peace during campaigns.
“We appeal for calm and respect for the outcome. Let’s ensure a peaceful election for Malava,” he said.
In Kisa East, Returning Officer Thomas Ngetich said preparations were on track, with all logistical arrangements finalized.
“We are in the final stages of preparation. Recruitment of election officials is complete, and training has begun. We are confident of conducting a free, fair, and credible election,” he said.
Kisa East has 10,800 registered voters and 24 polling stations, with 11 candidates, all nominated by political parties. Mr. Ngetich added that contingency plans have been put in place to address any emerging challenges.
“We have adequate backup measures to ensure the process runs smoothly,” he noted.
The IEBC reaffirmed its commitment to delivering transparent, credible, and peaceful by-elections in both areas.
