Subject: Clarification on alleged fraud claim on sale of two parcels of land by Dr Betty Mulianga
We would like to address the false and defamatory claims made by one Mackxwell Rosengeri on Facebook regarding the alleged fraudulent activities of Dr Betty Mulianga, the Chief Officer in the Department of Agriculture, Livestock and Fisheries – County Government of Vihiga.
The allegations center on a purported fraud of Ksh 600,000 stemming from sale of land. The facts surrounding this matter are as follows:
Prof manyora made a payment of Ksh 600,000 in four installments, Ksh 250,000 on two occasions (Ksh500,000) and Ksh 50,000 on two other occasions (Ksh100,000), all totaling to Ksh600,000
Prof Herman Bond Manyora expressed interest in purchasing two parcels of land from Dr Betty Mulianga through a verbal agreement. The asking price was Ksh2million but after bargaining, the price was lowered to Ksh1.5million.
In line with this, he made a payment of Ksh 600,000 in four installments, Ksh 250,000 on two occasions (Ksh500,000) and Ksh 50,000 on two other occasions (Ksh100,000), all totaling to Ksh600,000.
Despite these payments, Prof Manyora failed to complete the full payment within the stipulated time frame and subsequently went silent for a period of one month.
In light of the public knowledge of the land sale and the failure of Prof Manyora to fulfill the payment obligation, a serious buyer emerged who was able and willing to pay the full purchase price.
As such, the original verbal agreement with Prof Manyora was cancelled verbally, and the Ksh 600,000 was refunded to him in full on December 11, 2024. This refund was conducted through two separate bank transactions, with corresponding bank slips available for verification.
The actions of Dr Betty Mulianga were fully in line with the law. As the initiative with Prof Manyora was nullified due to his inability to complete the payment, there was no fraudulent activity involved. In fact, the situation would have qualified as a civil matter, and not a criminal one, as Prof Manyora failed to fulfill his part of the deal.
We would like to clarify that the allegations presented by Mr Mackxwell Rosengeri on social media are misleading, unfounded, and intended to tarnish the reputation of Dr Betty Mulianga.
These defamatory claims not only misrepresent the facts but also seek to damage her character unjustly. We strongly condemn the false narrative and urge all members of the public to refrain from spreading unverified information that may harm individuals’ reputations.
In light of the false and damaging statements made, we hereby demand that Mr. Mackxwell Rosengeri immediately retract the allegations and issue a public apology for the harm caused to Dr Betty Mulianga’s reputation. Failure to comply with this request will leave us with no choice but to pursue legal action to seek redress for the defamatory statements made against her.
Dr Betty Mulianga remains committed to serving the people of Vihiga County with integrity and transparency. We call for an end to the malicious attacks and for a focus on factual information.
